Permit for Circulating Publications within the Country

Media Content Services : Permit for Printing and Circulation of Publications

This service involves reviewing the content of books of all types (electronic and printed) to ensure they comply with media content standards and are suitable for different age groups according to the classification system. The purpose of this service is to allow the circulation and distribution of books within the United Arab Emirates.

Requirements
  • A copy of the material (printed or electronic), the purchase invoice, and the customs declaration.

  • Login through the e-services system
  • Choosing the required service
  • Fill in all the data and documents
  • Submit the application
  • payment of fees
  • Review the status of the application (approval or rejection)
Terms & Conditions
  • Provide a valid media license that includes the activity of importing and distributing books, selling books, or publishing.
  • A document proving authorship ownership, if required.
  • Provide a copy of the book.
  • Government entities, private entities, public benefit associations, and individuals wishing to distribute and circulate books must do so through commercial companies whose media license includes the activity of importing and distributing books, selling books, or publishing.
  • The customer shall bear full legal responsibility for third-party rights in accordance with intellectual property laws and regulations.
  • The customer must pay the service fees within 21 working days. If payment is not made within the specified period, the application will be canceled, and the customer must submit a new application.
  • The customer must commit to a memorandum of understanding regarding content with the National Media Authority to join the Self-Monitoring of Media Content service.
  • The customer undertakes that all entered data is accurate and correct, and that the attached required documents related to the service are valid, effective, and up to date, and bears full responsibility for this.
  • The customer must comply with media content standards and the Publications and Publishing Law.
