Requirements
- The customer (commercial companies – free zones) must provide a valid trade license that is compatible with the media activities that clarifies the type of activity.
- The customer (media institutions) must provide a valid media license that includes media activities related to import and distribution – depending on the type of material and its activity.
- Providing customs document, bill of lading, and invoices related to shipments.
- Provide a list of incoming media materials that comply with standards.
How to apply for personal use
The application must be submitted by the person in whose name the declaration will be issued or by his legal representative through the means approved by it, in accordance with the form prepared for this purpose, accompanied by documents and documents supporting the validity of the data contained therein.
Government Entities
- The application must be submitted by the government entity in whose name the declaration will be issued or by a person who legally represents it through the means approved by it, according to the form prepared for this purpose, along with documents and documents supporting the validity of the data contained therein.
For the purpose of commercial distribution:
- The application must be submitted by the establishment that holds an import and distribution license for the media activity through the means approved by it, according to the form prepared for this purpose, attached to it with documents and documents supporting the validity of the data contained therein.
- Obligations This approval is not considered as a trading approval, but rather a permit to extract the shipment from the port, provided that the books and publications are followed up with the Board to obtain a trading permit.

Terms & Conditions:
- If the applicant is a government entity: the customer must submit a letter from the concerned government entity
- In case the applicant is from universities and schools: the customer must submit a letter from the competent government agencies
- In case the customer is a place of worship: The customer must submit a letter clarifying that the media materials are for places of worship and are not for commercial circulation.
- In case the customer is a transit shipment: the customer must submit a letter stating that the information materials contained in the shipment are for export to another country.
- In case the customer is from unlicensed commercial companies or individuals: he must attach a sample of media materials.
- If the customer is from a diplomatic body: The customer must submit a letter from the Ministry of Foreign Affairs and International Cooperation.
- The customer must pay the service fee within 5 working days, and in case of non-payment within the specified period, the request will be canceled and the customer must submit a new request.
- The customer must adhere to the standards of media content.
- The customer undertakes that the data entered is correct and accurate and that the attached required documents related to the service are valid, valid and up-to-date, and he bears full responsibility for the same.
- The customer must be obliged to complete the requirements and close the notes received from the Emirates Media Council related to the content of publications, media materials and artistic works.
- In case of non-approval of the entry of media materials into the country, the customer has the right to return and export them outside the country within 10 working days (in coordination with customs) according to their procedures followed.
- Approval of the entry of media materials, publications or artistic works within the UAE is not considered a license for circulation and distribution for commercial purpose within the country, and accordingly, the customer must submit a request for a circulation and distribution permit for publications, media materials or artistic works, and if he conducts circulation and distribution before obtaining approval to circulate and distribute, he will be exposed to accountability and legal violations.

- Publications entry permit to the UAE for government entities 100 for each shipment
- Publications entry permit to the country for personal use free of charge
- Permit to enter publications in the UAE for the purpose of circulation AED 1000
- Entry permit for all other publications into the country, except for books, AED 200
